Hrusikesh Panda, an Orissan fiction writer, was born in 1955. Despite his recognition as a multifaceted artist, he is best known for being one of Oriya's leading fiction writers because of his profound comprehension of myths and situations from rural and ethnic communities, his audacious and genuine treatment of social issues, his unique imagery, his intense humanism, his command of Oriya language and idiom, and his sheer genius.



Finally, Hrusikesh Panda, the 1979-batch Odisha cadre IAS who is better known in the state for his fiction writing than his administrative skills, has received the recognition he deserves. After the secretary-empanelment of his subsequent batch (1980 batch) concluded on Thursday, Panda, who happened to be the top of his cohort, was appointed Union secretary. On the same day, Kusumjit Sidhu, a Punjab cadre batchmate of Panda's, was also empanelled as secretary. Ms. Sidhu is currently employed by the Union Ministry of Commerce as a financial adviser and additional secretary.

The names of Panda and Sidhu were absent when the 1979 batch IAS officers were Panel more than a year ago. There was a lot of conjecture that Panda, a secretary in the Panchayati Raj department, would be moving back to his native Odisha to take up the position of chief secretary.


Panda's journey as an administrator was not easy. In actuality, he had some of the most significant confrontations with Odisha's politicians, notably Chief Minister Navin Patnaik. He was the target of several legal cases, and he was moved around a lot. When he was the head of the state milk cooperative, OMFED, in 2008, he refused to follow Patnaik's orders and increased milk retail prices.

When legislator Saharai Oram and then-minister of Scheduled Caste and Scheduled Tribe Welfare Balabhadra Majhi claimed that an IAS official had mistreated them in a state guest home in the Keonjhar district, there were severe allegations made against Panda in 2003.
However, Panda has always been respected as a writer in Odisha. Several accolades, including the esteemed Sarala Samman in 2012, have been bestowed upon the man who fearlessly tackles societal issues and fervently portrays humanism, as BoI previously stated. He is the author of seven novels, eight collections of short stories, and four plays.

Similar to Ajit K Seth, the current cabinet secretary, Panda completed an MSc in chemistry prior to becoming an IAS. His PhD thesis, which focused on the relationship between literature and society through creative writing, was in English. Subsequently, he studied business management in Australia.

Five additional Odisha-born IAS or IFS officers were among the five who cleared the civil services test in addition to Panda. They were Prafulla Chandra Mishra from the 1982 class, Ms. Roopa Mishra from the 2004 batch, Lalit Mansingh from the 1963 batch, Purna Hota from the 1962 batch, and Sitakanta Mohapatra from the 1961 batch. Lalit Mansingh, the Indian ambassador to the United States, advanced in the ranks to secure the position of foreign secretary.

HOBBIES-

Eight books, eight anthologies of short tales, and four plays have been published by Hrusikesh. In addition, he has composed a few pieces about modern topics. He has composed the music for a number of his short films, both feature-length and non-feature-length.


Among his degrees are an M.Sc. in Chemistry, an MBA from Australia, a diploma in social work, and a Ph.D. in English [Relationship between Society and Literature: A Study in Creative Writing


Achievements:-

After taking and passing the Indian Civil Services Examination in 1979, he decided to serve in Orissa. Working with the underprivileged and destitute has occupied the most of his career. He has also held positions in the Indian Parliament and the Ministry of Textiles for the Indian government.
