Indian Civil Accounts Service (ICAS)

 Roles and Responsibilities:-

  1. Creation of procedures, frameworks, and documentation pertaining to state and union of India government accounts.
  2. Drafting and refining guidelines, policies, and practices to ensure that receipts and payments are accounted for in compliance with Government Accounting Rules, 1990.
  3. Creating monthly and yearly account statements and conducting recurring audits of revenue, borrowings, and deficits.
  4. The Reserve Bank of India and the Government of India's cash balances are reconciled and monitored.
  5. Coordination of management accounting systems across Civil Ministries and creation and execution of HRA initiatives for affiliated and service organizations.
The ICAS service currently has 9000 employees and 226 officers.

The salaries of ICAS officers are paid according to the 7th pay commission recommendations.

 In the past, civil accountants were directly supervised by the office of the Comptroller and Auditor General (CAG) of India and worked under both the ICAS and IA&AS cadres. ICAS is the only organization in charge of civil accounts as part of the continuous consolidation of services.

(ICAS) – Training of Probationary Officers:-

The Indian Civil Accounts Service has a three-stage training programme for ICAS UPSC recruits. The following are the three stages

  1. For a total of six months, ICAS officials receive their first training at the National Institute of Financial Management (NIFM), located in Faridabad.
  2. The Institute of Government Accounts and Finance (INGAF) is the location of the second training phase.
  3. On the Job Training (OJT) at one of the 87 Pay & Accounts offices across the nation is the third phase of training.

 (ICAS) – Career Prospects:-


  1. In the Department of Expenditure office, the top post is Controller General of Accounts (CGA)..
  2. ICAS officers of various grades and levels support CGA, and they carry out their responsibilities in accordance with directives from the Ministry of Finance..
  3. ICAS cadre officers have the chance to work in a variety of ministries handling accounting and auditing.
  4. Senior-level ICAS cadre officers can apply for high-paying jobs such as Controller of Accounts, Chief Controller of Accounts, and Principal Chief Controller of Accounts.
