Biography:-
She attended a number of Orissan schools after being born on June 9, 1977, in Angul, Orissa state. She attended DAV Public School in Bhubaneswar after completing her education at St. Joseph's Girls High School in Cuttack. After completing her Intermediate Science studies at Ravenshaw College, she graduated in 1998 with a Commerce degree from Buxi Jagabandhu Bidyadhar College, popularly known as BJB College College, in Bhubaneswar. Throughout her academic career, she consistently achieved scores of over 90% and demonstrated proficiency in debating.
Daughter of bureaucrat Shri. Dandanirodh Mishra and academician Dr Usha Mishra, Ms. Roopa Mishra is the sixth All India Civil Service Examinaton topper from the state of Orissa. The other five winners were Hrushikesh Panda (1979), Prafulla Chandra Mishra (1982), Lalit Mansingh (1963), Purna Hota (1962), and Sitakanta Mohapatra (1961). Roopa claims that her upbringing was marked by a supportive atmosphere in which she engaged with "leading people from every walk of life." Following their marriage in 2000, she was pushed to sit for the exam by her husband, Anshuman Tripathy, an IIM Calcutta student.Then, Ms. Mishra chose to leave her job and begin studying for this national exam after working for more than a year at Utkal University's Directorate of Distance & Continuing Education.

She completed her MBA at Bhubaneswar's Utkal University. She is mostly from Odisha. After finishing her studies in science in the twelfth grade, Roopa Mishra turned to business.
She said, "Her husband is her friend and he introduced her to this examination system." At the IIM in Kolkata, Anshuman Tripathy is a fellow.
She studied psychology and public administration, spending 10 months in Delhi to get ready for the test. "It's crucial to pick your subjects carefully. Public administration is relevant, and psychology is fascinating because it studies human behavior," the student said.

Roopa Mishra became the nation's first married woman and Oriya lady in 2004 after passing the 2003 All India Civil Service Examination. Out of the three lakh candidates who applied for the Union Public Service Commission's 2003 Indian Civil Service Examination, Ms. Ashima Garg from Delhi University came in second and Roopa Mishra, an MBA student from Utkal University in Bhubaneshwar, first.
She has been selected in the Indian Administrative Service (IAS) in her home cadre of Orissa. In Mayurbhanj, she completed her district training in 2005–2006 as an assistant collector under the supervision of Shri. V.K. Pandian, IAS, the district's collector and magistrate. She has also served as Baripada's Tahsildar for a year during her district training programme and as Khunta's Block Development Officer.
IAS Topper Posting:-
- From September 2006 until May 2008, she served as the Khurda/Khordha Sub Collector. From May 2008 to July 2009, she served as the Deputy Secretary in the Home Department of the Government of Orissa. She got elevated as the District Magistrate and Collector and her first duty was in Nabrangpur district of Orissa from July 2009 to May 2010. She had taken swift and severe action against a few school officials who were reportedly involved in the molestation of female pupils while serving as the DM and Collector of Nabrangpur.
- During her brief tenure in the district, she also worked admirably in the health care sector for the impoverished, diligently worked to ensure the successful implementation of the Mahatma Gandhi National Rural Employment Guarantee Act Scheme (MGNREGS), and worked towards the establishment of a processing complex to handle the district's abundant maize production.
- She was moved to the Kalahandi district of Orissa in June 2010 and appointed as the district magistrate and collector. During her time here, she played a key role in restoring normalcy to the power distribution system (the district had nearly 16 hours of power outages every day), which in turn helped the general public to have faith in the government apparatus. She also established the Civil Judge court in Bhawanipatna and was among the first to use the online grievance cell that the Government of Orissa launched, known as e-abhijoga. Finally, she addressed environmental issues to support a just decision regarding the Vedanta Resources alumina refinery and power plant in Lanjigarh, Orissa.
- playing an active role as Director of the Lanjigarh Project Area Development Foundation (LPADF) in advising, supervising, monitoring and implementing various Corporate social responsibility (CSR) activities of the Vedanta Resources group for the development of the people of Lanjigarh/ Kalahandi in particular and Orissa in general.
- She was moved as the District Magistrate and Collector from Kalahandi to the Orissan districts of Khurda and Khordha in August 2011. She had previously been employed by the same district as the sub-collector of one of its subdivisions. She had served as a district magistrate and collector in many Orissan districts for three years before to her transfer, which occurred in July 2009.
