Introduction:-

When we think of exceptional public service, the name Raj Yadav often comes to mind. An officer of the Indian Administrative Service (IAS) from the 2009 batch, Raj Yadav has carved out a reputation as one of the most effective and admired district collectors in recent years. But what makes him stand out in a cadre full of talented individuals? Let’s delve into his journey and achievements.

Mr. Raj Yadav is an IAS officer from the 2009 batch who lives in the village of Loharwara, 30 km from Jaipur, the capital of Rajasthan. He received a Bachelor of Science degree from Maharaja College in Jaipur and a Public Administration postgraduate degree. His involvement in Sikkim's governance has aided in the state's expansion in a number of areas.

Early Life and Education:-

Childhood and Family Background

Raj Yadav was born and raised in a modest family. His parents instilled in him the values of hard work and perseverance from a young age. Growing up in a supportive environment, Raj showed early signs of brilliance and a keen interest in societal issues.

The acceptance of Rongbul village marked the beginning of the process, during which the government imposed a number of reforms in the areas of agriculture, land income, roads, bridges, and human resources. Wherever it was needed, the locals contributed money and labour. A main health centre and the surrounding schools underwent a complete renovation. Locals helped in infrastructure development and upkeep. Integration with the community, which is essential for any development, also expanded. The midday lunch was enhanced, and smart classes were introduced as a visual aid to guarantee comprehensive learning. Children also successfully completed the responsibility of beautifying the school.

Academic Achievements

Excelling in academics, Raj Yadav consistently topped his classes, earning accolades throughout his schooling years. He pursued higher education in a reputed university, where his analytical skills and leadership qualities began to shine.

Mr. Yada and his colleagues were able to transform the Rongbul Gramme Panchayat Unit (GPU) into a model village through the use of creative techniques. After this accomplishment, the four villages of Lingi Paiyong, Tinik Chisopani, Mamley Kamrang, and Sanganath also underwent comparable improvements. These are also the model villages of Sikkim today.

Mr. Yadav's incredible achievement demonstrates his devotion to the community and his fearless pursuit of his vision of transforming isolated communities.

Preparation for Civil Services

The decision to join the civil services was a pivotal one. Raj was driven by a desire to contribute to nation-building and serve the people. His preparation for the civil services exam was rigorous, involving long hours of study and relentless dedication.

Journey into Civil Services:-

Initial Motivation

Raj Yadav’s motivation stemmed from witnessing the disparities and challenges faced by the common man. He believed that being an IAS officer would position him to make significant changes and improvements in society.

Challenges Faced

The journey was not without its hurdles. From intense competition to the sheer volume of knowledge required, Raj faced numerous challenges. However, his unwavering focus and determination saw him through.

It is no easy undertaking to turn five mountainous communities in the Sikkim region into "model villages." And even more so when it is completed by an IAS official who was raised in a sun-baked village on the outskirts of Jaipur, Rajasthan, hundreds of kilometres distant from where they were born.

The South Sikkim district was Raj Kamal Yadav's posting in 2014 (Raj Kamal Yadav DM Posting). Many settlements in the district were dealing with problems at the time, including schools, erratic water and energy supplies, and development. The 'District Administration's Adopted Village' (DAAV) project was initiated by him. In this concept, an underdeveloped hamlet is adopted by the district administration, which then assumes direct responsibility for its development. 7,500 people had better lives as a result.

Another project launched under Mr. Yadav's direction is called "Mission Jyoti," and it consists of educational initiatives against drug and child sexual abuse. Additionally, a social effort called "Every Saturday Counselling Day" aims to offer guidance to college and school students on Saturdays on competitive tests related to public administration.

Entry into IAS

In 2009, Raj Yadav successfully cleared the IAS examination, securing a commendable rank. This marked the beginning of his illustrious career in public service.

Mr. Yadav is now Gangtok's Deputy Commissioner. In addition to his outstanding DAAV programme, he has started a number of other fruitful initiatives. For example, he initiated the fantastic idea Every Friday Field Day (EFFD). Civil service officers frequently find themselves too busy with office tasks to make many field visits. The goal of the EFFD technique is to support rural areas' overall development in a variety of ways. During their field visits, the District Commissioner and other Sikkim government representatives are authorised to provide immediate solutions to problems under this initiative.
