He received his degree from University of Delhi's Hindu College.He received his MPA from Harvard University in the United States in 1988 and his bachelor's and master's degrees in economics from the Delhi School of Economics, University of Delhi. In 1987, while serving as the District Collector and Magistrate of Kerala, India, he made the decision to attend Harvard Kennedy School to pursue a degree in Financial Administration. He has three kids and is married.

Vinod Rai was the 11th Comptroller and Auditor General of India. He was born on May 23, 1948, and was a former IAS officer. He started work on January 7, 2008, and left on May 22, 2013. He currently serves as the chairman of the UN Panel of External Auditors, the Indian Railways' honorary advisor, and a member of the Railway Kaya Kalp Council.

Rai is an Indian Administrative Service (IAS) officer from the Kerala cadre who joined in 1972. He began his career in the Thrissur District as the sub-collector. He then rose to the position of Collector and worked in Thrissur City for his entire eight-year career. Because of his contribution to the growth of Thrissur City, he was dubbed the second Sakthan Thampuran. From 1977 till 1980, he served as the MD of the Kerala State Co-operative Marketing Federation.Afterwards, he was named Principal Secretary (Finance) in the Kerala State Government.

He held high positions in the Indian government's Ministries of Defence and Commerce. He held positions as Secretary of Financial Services and Additional Secretary in the Banking Division, which included banks and insurance providers under the Ministry of Finance, before being named CAG.
